This is yet not released by Microsoft, leaked builds of this might be available on torrent portals but those are not advisable to be downloaded.

Windows 8.1 forces me to login to a Microsoft account on my home computer. Can I avoid this because it forces me to login to my home computer, a total waste of time!

But is it the full fledged OS? Can you install and play games on it? Install a different browser? Do anything productive?

This is just an unconfirmed/unofficial leak, and as per the information provided by the releaser the OS seems to have everything bundled and is a full-fledged OS.
