Is facebook scamming advertiser's with fake likes?

When it comes to doing business, we don't expect any foul-play by big corporations like Facebook - but, that does not seems to be the case here. As you can see from the official pitch of facebook ads, these ads are supposed to be highly targeted and should result in engagement. However, this is not what advertisers are experiencing - as an example the "US Department of State" spent $630,000 to acquire 2 million likes to their Facebook page only to realize that only 2% of these were engaged. Advertisers are seeing that not only the "Likes" supplied are from fake profiles, but they are way off target even when opting for strict demographic boundaries to promote the content on. SugarSync Starts Ditching Free Customers, Here's How To Move Data To Other Free Services

SugarSync stopped offering Free usage-tier some time ago, and has now started purging old free accounts. SugarSync is ditching free-users including users like me who promoted SugarSync in there early days and earned free referral bonus (140+GB in my case). Google has been awarded the patent for an ad-powered taxi service, the patent describes a service from Google where it would allow advertisers to offer customers a free ride to their place of business. Google will be flexing its targeting capabilities to locate the user's current location and display "free ride" advertisement either via cell phone or from a stationary kiosk in a public area. The highly targeted ads would also track how often you use (by asking Google account authorization before giving free ride) the discounted or free transportation to make a purchase, and if found using too many free rides without buying something, do not offer you a free ride next time. The users can also offer additional information about themselves and who else is with them to get better recommendations from advertisers. For example, a family looking for a free-ride to a restaurant and advertisers bidding against each other just like Google Adwords to get them to their place, advertisers would also be able to better target offers (like free deserts for kids) using your purchase history and other factors in the user's profile.

Bharat Sanchar Nigam Limited (BSNL), the Indian state-owned telecommunications company is neither known for it's quality of service nor for customer satisfaction.
